Drag into another panel area to collapse/merge the two (and use that drag action to decide which panel contents is kept). So the rule is: drag into the same panel area to create a new panel. To collapse, drag a marked corner in the direction of an existing panel, and an arrow will indicate which panel will replace that panel. To predict better the draw radius I set up the grease pencil to draw with 3D Cursor and in Side (Y-Z) or Front (it depends). Dragging a marked corner will divide that panel. Go to Layers of Grease Pencil, and under the Relations drop menu you have to Parent the Layer to the Camera. The docked panel approach is different from most applications, but very easy to use to set up the panels in Blender. Lines can be Grease Pencil, an UVtexture on a Mesh plane or Curves. But it will require using other tools than Grease Pencil, you will use same bones armature for 2D or 3D animation. In Blender these corners are positioned at the top right and bottom left instead, indicating a different usage. Does Blender offer the same types of animation styles (cut-out, cel, etc) Yes.
